    Creating Opportunity Out of Adversity captures the highlights of a day-long discussion that brought together 250 national leaders, including Secretaries Tom Ridge, Homeland Security, and Don Evans, Commerce. The event launched a three-year Council initiative to explore ways in which the private sector  security needs might drive, rather than drain, productivity and to catalyze public-private partnerships to increase both security and competitiveness.
