East Asia Department Knowledge Management Initiatives in 2007This compendium of knowledge products represents the results of the active knowledge management (KM) campaign taken by the East Asia Department (EARD) in 2006–2007. It contains abstracts from 27 key knowledge products completed in 2007.

The KM initiatives started in June 2006 when the EARD Regional Management Team adopted an action plan to mainstream knowledge management in EARD operations and knowledge products became a key result area. The goal was to enhance the partnership of ADB with Mongolia (MON) and the People’s Republic of China (PRC) for development impact and client responsiveness.

A KM Unit was established in 2006, with two professional staff, one national officer, and one administrative staff. Knowledge initiatives in MON and the PRC aim to enhance responsiveness and flexibility of ADB assistance program through forward-looking programming and comprehensive resource-planning.

A systematic approach to KM was adopted, i.e., quality-at-entry considerations through programming and screening of proposals for knowledge products and services (KPS) based on focused criteria, peer review of knowledge products, dissemination of completed KPS, use of one format for KPS proposals, KPS categorization, strengthening of EARD KPS Focal Points, stocktaking of past KPS in MON and the PRC, and design of a KPS information system.

Knowledge and innovation is a core theme in the 2008–2010 PRC Country Partnership Strategy, building on loan-related knowledge transfer including innovative designs; introduction of new technologies and the best practices embodied in ADB lending and technical assistance; and policy research work of staff. This aims to strengthen ADB-PRC cooperation through understanding of issues and facilitate the sharing of the PRC’s development experience among countries in the region.

The Country Strategy and Program Update for Mongolia (2007–2009) supports strategic and focused approach to knowledge through its nonlending program, with emphasis on institutional organization, efficiency of public service delivery, better coordination and monitoring, and strengthened results agenda. ...
