Human Resource Management is a long-established task within the Government's Management Framework. Through this task the Government meets its obligation to be a good employer; seeks to secure staff commitment; and develops and manages staff to give of their best to help the Government serve the community.
The need to respond to changing community expectations means that the task of managing our staff better is more important than ever - it is the staff who deliver the service, and it is through a new emphasis on staff management that a customer service and performance oriented culture will gradually evolve. |

In 2005, China participated for the first time in the International Comparison Program (ICP), which collects primary data across countries on the prices for an internationally comparable list of goods and services.
This paper examines the implications of the new Purchasing Power Parity (PPP) rate (derived by the ICP) for China's poverty rate (by international standards) and how it has changed over time. |

American Notes for General Circulation is a travelogue by Charles
Dickens detailing his trip to North America in January to June 1842. He
traveled mainly on the east coast and Great Lakes area of both the
United States and Canada, primarily by steamship, but also by rail and
coach. While there he acted as a critical observer of these societies
almost as if returning a status report on their progress. This can be
compared to the style of his Pictures from Italy written four years
later where he wrote far more like a tourist. His American journey was
also an inspiration for his novel Martin Chuzzlewit. |

Muslim professionals have decisively carved out their own space in
Malaysia.
This space is "Islamic" in nature, in that religion is the
central identifying marker for many of Malaysia’s Muslim professionals.
These professionals have increased in number over time, transforming
existing professional organizations and forming new ones connected to
Islam. They have actively transformed civil society and engaged
publicly in a broad range of issues. Their networks are deep and broad,
extending internationally. Muslim professionals are also increasingly
entering formal politics.
Although now a minority of professionals in
Malaysia, Muslim professionals will in less than ten years comprise the
majority of professionals. They already comprise more than half of the
Muslim candidates running for office and play prominent roles in
shaping norms in society.
