Delivered to the International Olympic Committee headquarters by 14-year-old Amber Charles from east London, it covered every aspect of the Games. London 2012: celebrating the Olympiad in a diverse, creative and vibrant city devoted to sport London is among the world’s most diverse cities. Three hundred languages are spoken here. And whether that talk is in Greek or Gujarati, French or Farsi, the conversation often turns to sport. A devotion to sport unites Londoners and the United Kingdom as a whole. Ticket sales for weekend events can measure in the millions. By honouring London as Host City for the Olympic and Paralympic Games in 2012, the IOC would tap into this sporting passion. In return, London and the UK would commit the talent and resources needed to deliver universally popular Games that are great by any standard. But what does that really mean? In Olympic and Paralympic terms, how are great Games defined? Great Games enable great performance. In London, the needs of athletes will be paramount. From accreditation to accommodation, from village to venue, from transportation to training camps – we will create the best possible conditions for athletes, so they can bring out the best in themselves. Over 50% of those athletes will live and compete in the Olympic Park; another 30% will be within 20 minutes of their competition venues. In line with IOC recommendations, London will make maximum use of existing facilities wherever possible and temporary buildings wherever appropriate. New structures will be confined to carefully selected legacy venues that will fill significant gaps in London’s sports infrastructure. Great Games are served by extensive, safe and reliable transport. For spectators, 10 rail lines – including an international link – will serve the Olympic Park, with a capacity of 240,000 people every hour. The new, high-speed Olympic Javelin shuttle will provide a direct link from the Olympic Park to central London in just seven minutes. For the Olympic Family, a rigorously enforced Olympic Route Network with dedicated lanes will ensure timely arrivals at every destination. Great Games enhance the Olympic Movement. London will do this by welcoming the world in a tradition that dates back centuries; by building on a history of fair play in sport; by using iconic sites – historic and contemporary – as backdrops for events; and by making the most of the city’s position as a world media and marketing centre. Great Games are compelling theatre. In 2012, we will draw on the colour and excitement of London’s cultural diversity. We will build on the city’s global reputation for dramatic innovation and pageantry staged with professionalism and flair. Great Games leave welcome legacies. Consistent with London’s long-term plan, the Games will stimulate vital economic and social regeneration in what is now a disadvantaged area. Creation of the Olympic Park will involve restoring large tracts of land in east London, with new green spaces and revived wetlands. The Olympic Village will become a desirable and socially diverse new residential area, providing 3,600 new homes in a community transformed by the Games. Great Games provide an inspiration for youth. In 2012 the Olympic and Paralympic Games will not only stimulate the interest of a new generation of Londoners, but also leave behind many of the facilities they need to engage in regular sporting activities. Great Games are sustainable in every sense. London 2012 has an abiding commitment to the key principles of sustainable development. This will result in implementation of green policies in construction, procurement and management of energy, water and waste. Great Games minimise risk. That is why London 2012 has already put structures and plans into place that will allow Great Games are not bound by red tape. Immigration formalities for all Olympic and Paralympic personnel will be simplified to allow entry into the UK based on the possession of an official Games identity and accreditation card. Simplified employment regulations will also be adopted for those coming to the UK to work on Games-related business. Great Games are built on productive partnerships. London 2012 has worked closely with the IOC, the IPC, NOCs and IFs to devise concepts and plans that meet athletes’ needs and advance the Olympic Movement. The prospect of the Games has united government at every level in support of London’s bid. The UK Government and the Mayor of London are committed to a $3.8 billion package for Olympic expenditure. Great Games generate genuine enthusiasm. This will be demonstrated not only by full stadia across a wide range of Great Games are a financial success. For London 2012, fiscal plans are robust, based on conservative revenue and cost forecasts. Our ticketing model is equally realistic. Broader opportunities will come from a partner programme benefiting from the UK’s role as a global commercial centre. Great Games invariably happen in great cities – which become even better places when touched by Olympism. London could hope for no better future.
