Whether you are developing a performance plan for the first time or revising an existing plan, this planning guide will help you focus your efforts on the essential components of a successful plan and on areas that will receive funding through the American Recovery and Reinvestment Act (ARRA ).

Education experts anticipate that successful implementation of ARRA will likely lay the groundwork for new directions in education policy when the Elementary and Secondary Education Act (ESEA ) is reauthorized. You will note that this guide pays particular attention to two foundational areas: literacy and math.
