“Both American and U.N.-led nation building efforts over the past 15 years have contributed to a marked decrease in the number of casualties from civil and international conflicts around the globe,” said James Dobbins, lead author of both reports.

“The number of ongoing civil wars has been cut in half since the early 1990's, and the number of deaths attributed to such conflicts were reduced fivefold between 1993 and 2003.” Dobbins is the director of the RAND International Security and Defense Policy Center and is a former U.S. Assistant Secretary of State.
