This study examines the way the United States has deployed its power resources since 9/11 and assesses the impact of U.S. decisionson the problems of terrorism, the Israeli-Palestinian struggle, Middle East instability, and the proliferation of weapons of mass destruction. It then focuses on how U.S. policy has affected the U.S.’s ability to influence the policies and behaviors of key allies and partners in Europe and Asia. The study’s conclusions focus on the consequences of this interaction for U.S. interests.
