To coincide with the 2007 Carnegie International Nonproliferation Conference, Carnegie has released a 2007 Report Card, an addition to Universal Compliance: A Strategy for Nuclear Security, evaluating the nuclear nonproliferation policies of key world powers — and the overall score is a D+.

The study examines the nonproliferation progress of the U.S., Russia, France, the United Kingdom, China, India, Pakistan, and Israel, as well as key non-nuclear states, from 2005 through mid-2007.

This new edition surveys the policies pursued by the U.S. and other governments over the past two years and compares them with Universal Compliance’s priority action agenda. New material also explores how the U.S.-India nuclear deal, the unresolved Iranian crisis, the North Korean nuclear test, and other developments challenge the future of the nonproliferation regime.
